1. RIAPERTURA CIRCOLO AFRICA

Ciao!!! E ben ritrovati! Le lunghe ferie estive del circolo sono ormai
un
piacevole ricordo, visto che la settimana scorsa abbiamo riaperto il
nostro
spazio (adesso si può anche nuovamente cenare) e con oggi è ripartita
anche
la nostra newsletter. Newsletter che trovate in forma ancora ridotta
(invece
che le solite 10 notizie), in attesa che i ritmi diventino quelli
giusti.
Nel frattempo, in questo mese di vacanza abbiamo anche salutato Olivier
Gbezera che per circa un anno e mezzo ha contribuito alla redazione di
questa newsletter. È già con noi la nuova volontaria – Isabel Devila –
che
arriva direttamente dall’Ecuador e di cui vi racconteremo nella
prossima
newsletter, mentre stiamo aspettando che questo venerdì arrivi anche
Radost
Peeva, l’altra nostra volontaria di origine bulgara che vive in Gran
Bretagna.

2. DIRITTO VOTO IMMIGRATI: GOVERNO BOCCIA I COMUNI
****************************************************
OMA – Il governo blocca ancora una volta i comuni che vogliono portare
gli
immigrati alle urne modificando i propri statuti. Una decisione accolta
"con
rammarico" dall’Anci, che sollecita una legge nazionale che
riconosca
finalmente ai nuovi cittadini questo diritto.
Giovedì scorso, su proposta del Ministro dell’Interno, il Consiglio
dei
Ministri ha annullato le delibere consiliari adottate dai Comuni di
Perugia,
La Spezia e Cesena per concedere l’ elettorato attivo e passivo nei
consigli
circoscrizionali e di quartiere ai cittadini extraue. Una decisone
presa "a
tutela dell’unità dell´ordinamento ai sensi dell’articolo 2,
comma 3, della
legge n. 400 del 1988", come si legge in un comunicato diramato
dal governo.
È il copione già messo in scena in passato, sia dal governo Berlusconi
che
quello attuale, per annullare le modifiche statutarie di altri comuni
(come
Genova, Ancona e Torino) che volevano far votare i residenti stranieri.
L’esecutivo continua a basarsi su un parere del Consiglio di Stato
richiesto
dall’ allora ministro dell’Interno Giuseppe Pisanu su una
delibera per il
voto approvata a Genova.
"Il dibattito che all’epoca determinò il confronto delle
diverse posizioni
sul tema da parte di politici, amministratori, giuristi e studiosi della
materia, pur giustificato dalla massiccia presenza di extracomunitari
nel
tessuto sociale italiano e dalla aspirazione a veder riconosciuti taluni
diritti propri della cittadinanza, venne superato dalle considerazioni
del
Consiglio di Stato" spiega una recente nota del Viminale. Il
Consiglio di
Stato ha infatti "evidenziato come l’articolo 117 della
Costituzione riservi
alla legislazione esclusiva dello Stato le materie della
"condizione
giuridica dei cittadini di Stati non appartenenti all’Unione
Europea", della
"immigrazione" e della "legislazione elettorale" di
Comuni, Province e Città
metropolitane" .
Insomma, secondo il consiglio di Stato e quindi anche per il governo sul
voto agli immigrati può decidere solo il Parlamento.
"Non possiamo nascondere il nostro rammarico per la decisione del
Consiglio
dei Ministri" ha commentato Fabio Sturani, Vice Presidente
dell’Associazione
Nazionale dei Comuni Italiani con delega sull’immigrazione.
"Noi stessi
abbiamo elaborato un disegno di legge ordinaria che regolamenta la
materia,
l’abbiamo condiviso con le Regioni e inviato, per ben due volte, a
tutti i
capigruppo parlamentari e a tutti i Ministri competenti per
materia".
"Credo che se la stessa sollecitudine con cui si annullano gli
statuti
comunali fosse adottata per approvare, finalmente, la proposta di legge
dell’ANCI per l’estensione del diritto di voto – ha concluso
Sturani – si
eviterebbero incresciosi contenziosi tra amministrazioni, e si
arriverebbe
ad una tutela finalmente garantita a tutti gli stranieri residenti in
Italia. Ricordo che si tratta di un diritto garantito in quasi tutti gli
altri paesi europei e sul quale c’è, mi pare, disponibilità da parte
dell’intero schieramento politico. Mi domando cosa si sta
aspettando".

3. TURKISH TROOPS IN LEBANON & PROTESTATIONS IN TURKEY
********************************************************
Turkey’s decision on joining the United Nations force in Lebanon
was made
last Thursday. The debate weather to send Turkish troops to Lebanon or
not,
has been on the top agenda of Turkey since weeks. Some big newspapers
had
opened online voting and according to voting, 80 % of 66 thousand voters
said "No" to sending troops. But Turkish government insisted
on sending
troops and said that if they send troops to Lebanon, it won’t be a
combat
race and decided to send troops in Lebanon. While they were taking
decision,
more than 10,000 protesters gathered in Ankara, chanting slogans as
"We
won’t become America’s soldiers". Hundreds of riot police
were deployed to
stop the protestors from marching toward the parliament building.
According
to political analysts Turkish public opinion rejected to send troops
based
on these reasons : : Many Turkish citizens thought that UN force in
Lebanon
would go there to serve American and Israeli interests, which could
cause a
confrontation with the Arabs. Another concern of the public opinion was
that
the situation in Lebanon was too risky and the Turkish troops could stay
under fire. Some groups were also arguing that Turkey should deal with
the
PKK terror in Northern Iraq before considering sending troops to
Lebanon.
After decision, Turkish government explained that Turkish troops would
not
be assigned any mission other than the disarmament of armed groups in
the
region, Sufficient number of forces for the Naval Task Force which will
carry out the mission of patrolling in the Eastern Mediterranean,
Provision
of naval and aerial support for the friendly and ally countries, whose
requests will be evaluated on an individual basis, Training of the
Lebanese
Army and humanitarian assistance. Turkish minister of Foreign Affairs
stated
that the number of Turkish soldiers would not exceed one thousand.
The top
military officers and government officials will meet this week to
clarify
the technical aspects of the troops to be sent. Military experts
estimate
that the transfer of Turkish troops to Lebanon might begin by
late-September
or early-October.

4. NEW EXPECTATIONS IN THE MIDDLE EAST
***************************************
New peace expectations started to greet on relations between Israel and
Palestine. When Hamas became government, relations had cut down.
Although
Israel’s "summer rain" operation is going on, two sides
demanded to have
talks. Palestinian President Mahmud Abbas said that he was ready to meet
Israeli Prime Minister Ehud Olmert as soon as possible to resume
long-stalled peace negotiations. Olmert, who had voiced a willingness
to
hold talks with Abbas, told the Israeli Cabinet it was time to create a
"new
horizon" with the Palestinians. Abbas told at a news conference
while
visiting British Prime Minister Tony Blair that he is ready to meet Ehud
Olmer without prior conditions. But Olmert has made clear that there
could
be no progress towards peace unless Palestinians meet their obligations
under an internationally-backed "road map" that calls for the
dismantling of
armed groups. It seems that these talks will be a chance for Tony Blair
to
restore his prestige which shaked with Iraqi war.

5. RISING RELATIONS BETWEEN TURKEY AND AFRICA

According to books written by anthropologists, life had started in
Africa.
So, it is an old continent, may be because of being old continent it
was not
on the agenda of world politics for centuries. Although Africa has 1
billion
population, unfortunately it is a poor continent on the level of life
standards. But for natural resources it is very rich, and unfortunately
it
is the continent whose resources were used fewest.
But in recent years, a new Africa has been born. Africa is introducing
herself again, democracy is rising and these changes are recognised by
other
countries. Turkey is one of these countries. In all world history,
Turkey
had close relations with Africa more than 1 thousand years. In Ottoman
archieves, there are many documents about Africa. But last decades
Turkey
and Africa didn’t have close relations. This situation started to
change,
last year, Turkey declared 2005 as "African year" and started
to give that
continent more importance than the past. Last year and this year,
summits
were organized to develop relations between Turkey and Africa. Results
are
surprising. Last May, after Tuscon summit a Turkish businessman went to
Nigeria and opened water canals for a town. And Nigerians opened
"Association of Businessmen who like Turkey". It was declared
that 2500
Turkish businessmen had 25 thousand interviews with 500 African people.
Now, Turkey has 2 billion dollars foreign trade with Africa and the aim
for
2010 is to reach 10 billion dollars. These summits will be traditional
and
these businesses will have social results.
In 2007 and 2008 Turkish Ministry of Foreign Affairs is planning to
organize
"Forum of Turkey-Africa". With this forum, " Action Plan
of Expansion to
Africa" will be activated. It seems next years between Turkey and
African
countries there will be close relationships on political, military,
cultural
and economic level.

8. RICETTE DAL MONDO: ETIOPIA
********************************

ZIGHINI’

Ingredienti:
1 cipolla
2 spicchi d’aglio
1 cucchiaio di burro chiarificato
3 cucchiai di berberè (vedi sotto)
1 bicchiere d’acqua
sale
500 g di pomodori pelati
500 g di manzo tagliato a spezzatino

Fare appassire in una padella anti-aderente coperta 1 grossa cipolla e 2
spicchi d’aglio tritati. Dopo 5 minuti aggiungere 1 cucchiaio di
burro
chiarificato, 3 cucchiai di berberè, 1 bicchiere d’acqua e sale.
Fare
restringere lentamente, poi aggiungere 500 g di pelati e, se
c’e’ bisogno,
un altro bicchiere d’acqua. Continuare a sobbollire per 15 minuti.
Aggiungere 500 g di manzo e finire di cuocere per 1 ora, finchè la
carne e’
cotta e il fondo ristretto. Si mangia tradizionalmente sull’injera,
in modo
che questo si imbeva di sugo.

per il burro chiarificato:
Mettete a sciogliere il burro fresco di panna in una pentola a
bagnomaria su
fiamma media e costante. Quando il burro e’ sciolto, abbassate un
po’ la
fiamma e lasciate sobbollire piano. Togliete tutti i residui schiumosi
bianchi che si formano e poi colate, aggiungendo al colino una garza.
Togliete i residui fino a quando il burro non assume la limpidezza
dell’olio.

INJERA

Ingredienti:
500 g di farina di frumento
500 g di farina di mais
250 g di semola di grano duro
25 g di lievito
1 bicchiere d’acqua

Mescolare gli ingredienti in una ciotola capiente. Coprire e far
riposare a
temperatura ambiente 2 o 3 giorni. Lavorare l’impasto fermentato
con acqua
sufficiente a farlo diventare fluido. Scaldare una padella
anti-aderente e
versate il composto in modo da avere uno strato di 3-4 millimetri, come
per
una crepe. Quando inizia a rapprendere devono comparire le bollicine,
che
danno la caratteristica consistenza spugnosa al pane. Coprire e lasciare
cuocere per circa 3 minuti, evitando che prenda colore. Lasciar
raffreddare
su un canovaccio evitando di sovrapporre le focaccette finchè non sono
fredde. Servire coperte da qualche cucchiaiata di zighinì.
